ETI to become accustomed to the idea of alien presence<\/span><br \/>\n<span style=\"color: #000000;\"> &#8211; non-interactivity is intended to suggest reduced danger<\/span><\/li>\n<li><span style=\"color: #000000;\">Interactive messaging with delay <\/span><br \/>\n<span style=\"color: #000000;\"> &#8211; ETI to become accustomed to the idea of being the target of alien interest<\/span><br \/>\n<span style=\"color: #000000;\"> &#8211; Delay is intended to continue to suggest low risk to ETI<\/span><\/li>\n<li><span style=\"color: #000000;\">Interactive communication in real-time<\/span>\n<ol>\n<li><span style=\"color: #000000;\">Mediated by non-threatening devices becoming increasingly animated<\/span><\/li>\n<li><span style=\"color: #000000;\">Using avatar in ETI form<\/span><\/li>\n<li><span style=\"color: #000000;\">Direct contact<\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<li><span style=\"color: #000000;\">Disturbance to ETI society is inevitable, but avoid the possibility of become a focus of competition for access.<\/span>\n<ol>\n<li><span style=\"color: #000000;\">No assistance useful in ETI competitions<\/span><\/li>\n<li><span style=\"color: #000000;\">No agreement to restriction of contact to initial or other ETI groups<\/span><\/li>\n<li><span style=\"color: #000000;\">No agreement to secrecy beyond that required by the Contact protocols\n<p><\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<li><span style=\"color: #000000;\"><strong>Programme<\/strong>:<\/span><\/li>\n<\/ol>\n<ol>\n<li><span style=\"color: #000000;\">PXS enters orbit over ETIP<\/span><br \/>\n<span style=\"color: #000000;\"> A satellite constellation has already been established and orbital scans at medium range conducted. The scans have determined the general technological level, identified population, agriculture, and urbanisation distributions.<\/span><br \/>\n<span style=\"color: #000000;\"> Note that use of F-drive is highly visible to ETI \u2013 especially HLU deployments of PHabs.<\/span><\/li>\n<li><span style=\"color: #000000;\">Based on continuing orbital scans, determine whether planetary probes (P-probes) may be despatched to conduct operations without excess risk of detection by ETI.<\/span>\n<ol>\n<li><span style=\"color: #000000;\">The potential for harm of such disturbance cannot at this point be evaluated<\/span><\/li>\n<li><span style=\"color: #000000;\">Purpose is close investigation of planet<\/span><\/li>\n<li><span style=\"color: #000000;\">Possible P-probes placed by SLU are<\/span>\n<ol>\n<li><span style=\"color: #000000;\">solid surface (including ice)<\/span><\/li>\n<li><span style=\"color: #000000;\">aerial<\/span><\/li>\n<li><span style=\"color: #000000;\">marine\/submarine rovers<\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<li><span style=\"color: #000000;\">Based on continuing orbital scans and possible P-probes, determine the optimal mode of despatch for ETI probes (E-probes.)<\/span>\n<ol>\n<li><span style=\"color: #000000;\">E-probes are micro probes that are able to study the ETI at close range without detection.<\/span>\n<ol>\n<li><span style=\"color: #000000;\">E-probes operate in swarms<\/span><\/li>\n<li><span style=\"color: #000000;\">E-probe swarms communicate with \/ coordinate via local base units (EPBU)<\/span><\/li>\n<li><span style=\"color: #000000;\">EPBU communicate with \/ coordinate via OHab<\/span><\/li>\n<\/ol>\n<\/li>\n<li><span style=\"color: #000000;\">E-probe concerns are<\/span>\n<ol>\n<li><span style=\"color: #000000;\">Language<\/span><\/li>\n<li><span style=\"color: #000000;\">Psychology<\/span><\/li>\n<li><span style=\"color: #000000;\">Customs<\/span><\/li>\n<li><span style=\"color: #000000;\">Politics<\/span><\/li>\n<\/ol>\n<\/li>\n<li><span style=\"color: #000000;\">E-probes are now the primary mission, their dispatch is required in all but the most extremely risky (to ETI) circumstances<\/span><\/li>\n<li><span style=\"color: #000000;\">E-probes are dispatched to the area(s) hosting the most advanced ETI civilisation as determined by preceding scans and P-probes<\/span><\/li>\n<li><span style=\"color: #000000;\">E-probes and their base units are despatched using SLU (with F-drives)<\/span><\/li>\n<\/ol>\n<\/li>\n<li><span style=\"color: #000000;\">Based on continuing orbital scans and analysis of E-probe data, reconsider whether P-probes may be despatched to conduct operations without excess risk of detection by ETI.<\/span>\n<ol>\n<li><span style=\"color: #000000;\">The potential for harm of such disturbance is now better understood<\/span><\/li>\n<\/ol>\n<\/li>\n<li><span style=\"color: #000000;\">Based on analysis of E-probe data, determine that Contact messaging procedures may commence.<\/span>\n<ol>\n<li><span style=\"color: #000000;\">Particularities of these procedures are contingent on the nature of the ETI and its environment<\/span><\/li>\n<li><span style=\"color: #000000;\">At the earliest opportunity request a Special Contact System (SCS) including Ambassadorial Team (AT)<\/span><\/li>\n<\/ol>\n<\/li>\n<li><span style=\"color: #000000;\">Based on continuing orbital scans and analysis of E-probe data, determine whether PHabs may be despatched to conduct operations without excess risk of harm to ETI.<\/span>\n<ol>\n<li><span style=\"color: #000000;\">The potential for harm of such action can at this point be evaluated<\/span><\/li>\n<li><span style=\"color: #000000;\">If required request Aerial or Submersible Support Systems (ASS, SSS) from CS<\/span>\n<ol>\n<li><span style=\"color: #000000;\">Those systems are delivered to ETIP before the PHab is despatched<\/span><\/li>\n<\/ol>\n<\/li>\n<li><span style=\"color: #000000;\">PHab deployed by HLU<\/span><\/li>\n<li><span style=\"color: #000000;\">PHab is not a settlement core<\/span>\n<ol>\n<li><span style=\"color: #000000;\">Ethical prohibition on uninvited settlement<\/span><\/li>\n<li><span style=\"color: #000000;\">Minimal distractions from research activities<\/span><\/li>\n<li><span style=\"color: #000000;\">Minimal impact on planetary environment<\/span><\/li>\n<li><span style=\"color: #000000;\">Maximum potential for relocation<\/span><\/li>\n<li><span style=\"color: #000000;\">Maximum potential for evacuation to prevent impact on ETI<\/span><\/li>\n<li><span style=\"color: #000000;\">Resupplied by deliveries from OHab<\/span><\/li>\n<li><span style=\"color: #000000;\">Crews rotate between PHab and OHab by SLS<\/span><\/li>\n<\/ol>\n<\/li>\n<li><span style=\"color: #000000;\">Establishes base for intense investigation of area by research team<\/span>\n<ol>\n<li><span style=\"color: #000000;\">Principal function is assistance in coordination of ETI probes
